It is also not actually worse than most other teams right off, about half of whom have only ag3 and not always with starting sure hands. This is a choice made by every lizardmen coach because saurus are incredible. Any lizardman team could start with 11 Ag3 players if it wanted. This is a commonly stated but false weakness. 'Their weakness is only having 4 ball carriers'. Opportunistic, yes, but you can't build your strategy around it. Maybe with tackle + MB it would work OK, but spending your blitz every turn to remove a 60k player is not realistic. Even blitzing them 100% of the time, I seldom kill enough to put the opponent down players. By 1400TV, most teams will have an extra one or 2 on the bench. For 10k more than a human lineman, they are amazing. Skinks are fine right out of the box, and pretty cheap as positionals. Things I've tried (and common advice people give that I don't think is actually very useful): I mostly play on Fumbbl which is probably part of the problem, as teams are around a long time and lizardmen never have to deal with their slow launch phase only once and then enjoy a very strong midgame indefinitely.
